Japan to tighten export controls to prevent military use

TOKYO — The Japanese government hopes to tighten export controls to prevent goods and parts from being used for military purposes, including new measures to stop third-party transfers.

Japan classifies countries into three groups: those to which weapons exports are banned under U.N. Security Council resolutions; 27 countries with proper export controls, including the U.S., the U.K. and South Korea; and all others.

Tokyo intends to tighten rules for the third group — which includes China and Russia — to a level on par with the banned group that includes North Korea and Iraq. It plans to introduce restrictions like those implemented in the U.S. and Europe to prevent technologies from falling into the wrong hands.
